Dhankuta : Manmaya Limbu of Chhatharjorpati rural municipality-1 Kagune is physically challenged. She can’t speak. He can’t move from his knees. They do not know that they have defecated or urinate. Due to her poor physical condition, she can’t even sit wearing a dress. He is being nurtured by Bhada Padam Bahadur Limbu. Padam Bahadur, a teacher by profession, lives outside the house.
Manmaya Balla got citizenship at the age of 73. Ward president Gobind Limbu, ward members Chandra Subedi and Bhadaini Buhari took him to the district administration office Dhankuta in an ambulace.
Ward president Govinda Limbu said that Manmaya was happy to get citizenship in the third attempt. He lamented that he had to go to the district administration office three times for citizenship. ‘When informing the CDO office about Manmaya’s condition, there was a problem with some documents. As the employee’s schedule did not match, they could not take him home and give him citizenship. That’s why they had to be brought in an ambulance,” he said.
According to him, the meeting of the ward committee held on 8th of November decided to conduct a survey to grant citizenship to the stateless. During the survey, it was revealed that Manmaya did not get citizenship. Her condition was critical. There was also a problem in bringing it to the ward office. Ward Secretary Chandra Prakash Subedi reached his house and prepared all the documents.
The ward office has borne the expenses of the ambulance. A team with the ward president came in the same ambulance. Ward Secretary Subedi said that arrangements have been made to take Manmaya home by ambulance after she became a citizen. According to him, even though he went to the team several times, his physical and financial condition was weak, but he could not become a citizen. On the other hand, Chief District Officer Punyavikram Paudel said that there was a delay because there were some differences in the details of the Surgimin Muchulka and the recommendation from the ward office.
