On the 14th of Shrawan, a Chinese national claimed to be a Belgian citizen, named Chiring Lama, was arrested. He had confirmed possession of a Nepali citizenship certificate from Kabhre.
However, there is a surprising twist. When he presented the necessary documents to the district administration office in Kabhre to obtain citizenship, there is no record of it. Moreover, even the government records do not have the signature of the authorized personnel who granted him citizenship.
According to the claim, he acquired Nepali citizenship on the 20th of Push, 2074 (August 4, 2017) from Kabhre, under the name of ‘Nima Tamang,’ based on his ancestral lineage. His Nepali citizenship certificate number is 30-01-74-11868, and his permanent address is in Ward number 11 of Namobuddha Municipality. The record in Jibirkakha shows that his mother’s name was Pema Tamang at the time of registration. However, there are no other documents presented at that time.
On the day Lama claimed to have received citizenship (Push 20), there are records of 41 people being granted citizenship from 11830 to 11871. On that day, Nima Lama received citizenship under number 38.
What’s interesting is that from 11830 to 11860, all the citizenships were authenticated by the same authorized person. However, from 11861 to 11871, another authorized person authenticated the citizenships. But there are no records of who authenticated Lama’s citizenship.
Jhapendra Kharel, the former administrative officer, confirmed that he had signed on Lama’s citizenship. However, there is no record of Kharel’s name in Jibirkakha. Kharel was stationed in Ban Khuchaur in Mahabharat Rural Municipality and had come to Kabhre to serve as an official. However, he claimed to have stayed in Jibirkakha for three months but was not present at the time when Lama claims to have obtained citizenship.
