Business buildings within Kathmandu Metropolitan City, such as private marts, restaurants, shopping complexes, and hospitals providing healthcare services, are required to provide free parking services to their customers. This provision is stated in the Economic Act of Kathmandu Metropolitan City, enacted in 2080. Charging parking fees to customers and other individuals, except for service recipients, within residential or commercial buildings is strictly prohibited.
For the construction of buildings for commercial purposes that include parking facilities, a property tax exemption of up to 10 years is provided. If the designated parking area of a building approved for parking purposes is used for other purposes, the Kathmandu Metropolitan City will take necessary action in accordance with prevailing laws and regulations. Any other taxes related to the property, including the unauthorized use of the designated parking area, will also be enforced.
Operating vehicle parking in public roads is not allowed. However, the Kathmandu Metropolitan City, through its municipal authority, may establish parking facilities with specified time limits for certain vehicles by levying parking fees.
The central part of Kathmandu Metropolitan City, including Triputeshwor, Ratnapark, Bhotahiti, and Kesharmahal Lane, is designated as Zone 1. For the parking of two-wheelers in this area, the fees are NPR 15 for the first half-hour, NPR 25 for the first hour, and an additional NPR 5 for every 15 minutes thereafter. For four-wheelers, the fees are NPR 40 for the first half-hour, NPR 75 for the first hour, and an additional NPR 15 for every 15 minutes thereafter.
For privately operated parking in private properties or residential areas, the fees are NPR 15 for the first half-hour for two-wheelers, NPR 25 for the first hour, and an additional NPR 5 for every 15 minutes thereafter. For four-wheelers, the fees are NPR 40 for the first half-hour, NPR 75 for the first hour, and an additional NPR 15 for every 15 minutes thereafter.
A business engaged in parking services using modern technology or lifts, providing multiple parking spaces in the same location, will receive a 100% tax exemption for up to five years. The Kathmandu Metropolitan City encourages private sectors to participate in the management of modern parking facilities by providing incentives. The Kathmandu Metropolitan City and its municipal authority have the power to determine the areas for parking services and restricted areas.
People with disabilities are exempted from paying parking fees for their vehicles, as well as emergency service vehicles and other vehicles authorized by the Kathmandu Metropolitan City, which will provide free parking facilities.
During the process of surveying, if it is found that the parking area mentioned in the blueprint of a building with commercial purposes is obstructed by public structures, the Kathmandu Metropolitan City will facilitate its modification. It is mandatory to provide necessary management by clearly demarcating entry and exit points in the parking area based on the area and usage identified during building construction and blueprint approval. Information boards with registered parking numbers, parking details, and fees must be displayed. Digital payment systems are mandatory for collecting parking fees, and the details should be regularly submitted to the Kathmandu Metropolitan City.
