The issue of Lalita Niwas land involving two former Prime Ministers, Madhav Kumar Nepal and Dr. Baburam Bhattarai, has been exposed through investigations. During Madhav Kumar Nepal’s tenure as Prime Minister, the registration of Lalita Niwas in the name of a particular individual, fake Mohi, and illegal encroachment by various reports has been revealed. Even now, their names are being associated with this scandal.
During Nepal’s premiership, on Chaitra 29, 066 (April 11, 2010), a decision was made to expand the residence of a “special person” at Lalita Niwas. The total area of Lalita Niwas, known as Mohi Jani under the company name Samrangan, was confirmed, and Som Mohi’s share was cut, leaving the remaining area, including the road and Rajkul, confirmed at 14 ropanis, 10 aanas, 3 paisa, and 2.5 dams for the residence of the Prime Minister, Chief Justice, and other prominent individuals.
In the land registered in the government’s name, around 58 fake Mohis, including the driver Bhaicha, were identified and registered in the name of a government official. The work of registering the land in the name of individuals, including the road and Rajkul, was ongoing at that time.
As per the proposal submitted by the Ministry of Physical Planning and Construction, the Council of Ministers had made a decision on Chaitra 29, 066 (April 11, 2010) to expand the residence of a “special person” at Lalita Niwas. A request for the establishment of Mohi in 21 kittas of land was made in 2058 BS. The Guthi institution requested for the establishment of Tikinchha Guthi on Mangsir 8, 2061 BS, and the Ministry approved it on Mangsir 14, 2061 BS. The documents from Rukmashamsher Rana, Sunitee Rana, and Shailaja Rana claimed ownership of the Guthi land, but even in the letter issued by their father and father-in-law in Asar 19, 2017 BS, there is no mention of Guthi land. Although the person who claimed to be Rakkar Jaggah was able to register the land in his name on Asar 29, 2021 BS, there is no evidence found that proves his claim about the Guthi land.
The issue of Guthi land involves three former administrators and 24 individuals who were involved in irregularities. The former Prime Minister Chandradev Joshi and Secretary Dinesh Hari Adhikari were involved in the case, but the principal decision-makers, Prime Minister Bhattarai and Chief Secretary Poudel, were exonerated from the case.
