Ravi Lamichhane, the Member of Parliament for Constituency No. 2 in Chitwan and the President of the National Independent Party, has not received permission to operate a mobile health clinic in Kalika Municipality.
Although MP Lamichhane had requested permission to operate a mobile clinic in various wards of the Municipality, the Municipality did not grant permission, citing the lack of legal provisions for clinic operations.
Lamichhane had written letters to the Municipality on August 22, 2080, and August 25, 2080, requesting permission to operate a mobile clinic. However, the Municipality has indicated that there is no legal framework for clinic registration and renewal as of the Health Service Directive of 2076, and that the clinic operation was denied due to this reason.
Additionally, while the Municipality suggested that Lamichhane obtain permission from the Province to operate a mobile health clinic with the involvement of experts, the Municipality itself did not provide the required authorization.
Lamichhane mentioned that in the letter he received from the Municipality, it was mentioned that the Municipality would approve the operation of a mobile clinic in accordance with Sub-section 6 of Section 5 of the Province Public Health Service Regulations 2077 for running health camps.
Keshav Prasad Upadhyay, the Chief Administrative Officer of the Municipality, stated that permission was not granted by the Municipality due to the current law, which doesn’t allow the Municipality to conduct health camps. However, Lamichhane expressed his belief that permission from the Province could be obtained to streamline and coordinate the process.
Upadhyay provided information, including details of the camp program and the profiles of the medical team, and emphasized that all details are necessary after the camp is conducted. He stated, “After organizing the camp, all details are needed. If any incidents occur at any camp, all the bases should be looked at.”
He highlighted that expertise of doctors conducting the camp, Medical Council registration, and other related aspects should also be included in the Municipality’s information.
While larger hospitals in the district had conducted health camps by coordinating with the Municipality’s Health Department, permission was not granted to others. Upadhyay mentioned that although they supported the camps run by larger hospitals in coordination with the Health Department, permission was not granted to others.
Ravi Lamichhane, the elected representative from Chitwan 2, who won in the previous election, has been running a mobile health clinic in the constituency since 16th Shrawan. After controversies regarding the operation of the mobile health clinic with an ambulance provided by the old Medical College, Lamichhane is currently operating the clinic with another ambulance.
Using the health workers from the old Medical College, he has been operating various ward health clinics in Bharatpur Metropolitan City.
